Framing Analysis of Priority Policy for PPPK 3T Teachers to Become Civil Servants in Indonesian Online Media

(Study on CNN Indonesia, ANTARA and Okezone Online Media)

Abstract

Online media plays a strategic role in shaping public interpretation of policies through different framing practices in each media. This study aims to analyze how CNN Indonesia, ANTARA, and Okezone frame the news regarding the priority policy of appointing Government Employees with Employment Agreements (PPPK) teachers in the frontier, outermost, and disadvantaged (3T) regions to become Civil Servants (PNS) and identify differences in the construction of meaning produced by each media. This study uses a qualitative approach with Robert N. Entman's framing analysis method through four analysis tools, namely define problems, diagnose causes, make moral judgment and treatment recommendation. The research data is in the form of three news articles published on August 20, 2026 by CNN Indonesia, ANTARA, and Okezone, which were collected through documentation techniques and analyzed interpretively. The results of the study show that CNN Indonesia builds institution-centered framing by placing Commission X of the House of Representatives as the main source of policy legitimacy. ANTARA develops governance-centered framing through an emphasis on the government's responsibility in realizing equitable distribution of education in the 3T region. Meanwhile, Okezone presents human-centered framing by focusing the narrative on the expectations and opportunities of PPPK teachers as policy beneficiaries. This study confirms that framing differences not only affect the way the public understands affirmative policy, but also represent the symbolic relationship between central and peripheral regions in the discourse of educational justice in Indonesia, thus enriching the study of digital journalism, public policy communication, and intercultural communication.
