Abstract

Traffic violations involving drivers without a driving license remain a concern in maintaining road safety and legal compliance. Article 281 of Law No. 22 of 2009 concerning Road Traffic and Transportation stipulates sanctions for individuals who drive motor vehicles without a driving license. In this context, legal education plays an important role in fostering public awareness of traffic regulations and encouraging responsible driving behavior. This study aims to analyze the role of legal education in promoting traffic law awareness among unlicensed drivers in Bengkulu City, Indonesia. This research employs an empirical juridical approach with a descriptive qualitative method. Data are collected through interviews, observations, and documentation involving relevant law enforcement officers and community members, then analyzed qualitatively. The study focuses on the implementation of legal education, public understanding of driving license requirements, and factors influencing compliance with traffic regulations. The findings are expected to provide insights into the effectiveness of legal education in strengthening traffic law awareness and identifying obstacles to its implementation. This study emphasizes the importance of integrating legal education with consistent law enforcement to encourage compliance with driving license requirements and improve road safety in Bengkulu City.
