Legal education in higher education needs to connect legal knowledge with concrete social and administrative issues encountered by students as citizens. This study examines the educational relevance of Mobile Passport services for understanding citizens’ rights and responsibilities in accessing public services in Bengkulu Province. Using a qualitative descriptive approach and contextual case-study design, data were collected through semi-structured interviews, observation, document analysis, legal regulations, official Mobile Passport information, and academic literature. Participants included university students, lecturers, and relevant immigration-service personnel. Thematic analysis was conducted through data reduction, organization, interpretation, and conclusion drawing. The findings show that Mobile Passport provides a concrete context for examining citizens’ rights to accessible, transparent, equal, and accountable public services, as well as institutional and citizen responsibilities. Its service procedures also provide learning materials for examining legal bases, administrative requirements, institutional roles, and service practices. These findings indicate that Mobile Passport can support legal literacy through identifying rights and obligations, verifying legal sources, and relating legal provisions to administrative practices. Critical reasoning can potentially be developed through analysis of institutional responsibilities, service procedures, and differences between legal requirements and implementation. Fiqh siyasah principles, particularly al-‘adl, amanah, and maslahah, add normative reflection while maintaining a distinction between Indonesian positive law and Islamic principles. Further empirical research is needed to assess educational outcomes
