Policy and Practice Analysis: Problems of the Management of the Free Nutritious Meal Program (FNM) at MI in Haurgelis District

The Free Nutritious Meal Program (MBG) is a program that requires systematic governance so that its implementation can optimally meet the nutritional needs of students. This study aims to analyze policies and practices and identify management problems of the Free Nutritious Meal Program at Madrasah Ibtidaiyah in Haurgeulis District, especially in the aspects of planning, organizing, implementing, adapting menus, supervision, and evaluation. The research uses a qualitative approach with a descriptive-analytical method. Data was obtained through observation, interviews, and documentation with informants consisting of madrasah heads, teachers/homeroom teachers, educators, and students. Data analysis was carried out through the stages of data condensation, data presentation, and conclusion drawing and verification, with the validity of the data strengthened through triangulation of sources and techniques. The results of the study show that the implementation of MBG has involved various elements of madrassas in the planning, organizing, distribution, supervision, and evaluation processes. However, in practice, a number of problems are still found, especially related to coordination between parties, technical aspects of distribution, punctuality, and differences in student acceptance of the menus provided. The findings also show that menu adaptation and student involvement in providing feedback are important aspects in increasing food acceptance without ignoring the principles of nutritional adequacy and food safety. Strengthening coordination, supervision and reporting mechanisms, beneficiary involvement, and continuous evaluation are needed to improve the quality of MBG governance at the madrasah level. This study emphasizes that the success of MBG is not only determined by food availability, but also by the effectiveness of management and the ability of madrassas to adjust policies to real conditions in the field.
