Japanese Work Culture as a Framework for Vocational Education: A Literature Review

Vocational education is expected to develop not only technical competencies but also a work culture encompassing discipline, quality, safety, problem solving, and continuous improvement. This study aimed to identify and synthesize relevant Japanese work-culture concepts and develop a framework for their application in vocational education. A systematic literature review using a descriptive qualitative synthesis was conducted. Literature was retrieved primarily through Google Scholar using inclusion criteria covering peer-reviewed journal articles published between 2010 and 2026 that addressed 9S, Kaizen, Gemba, Kanban, Poka-Yoke, Muda, Jidoka, Andon, Heijunka, Takt Time, Hoshin Kanri, or Genchi Genbutsu. The selected literature was analyzed according to meaning, purpose, typical tools, implementation examples, involvement level, impact area, and benefits. The synthesis generated a four-layer Japanese Work Culture Framework for Vocational Education: Work Culture Foundation (9S and Kaizen); Evidence-Based Problem Solving and Built-in Quality (Gemba, Genchi Genbutsu, Muda, Poka-Yoke, Jidoka, and Andon); Work and Production Flow (Kanban, Heijunka, and Takt Time); and Strategic Alignment (Hoshin Kanri). The framework demonstrates that Japanese work-culture principles can be pedagogically adapted to strengthen work culture, evidence-based problem solving, quality, workflow management, and strategic alignment in vocational education.
